PWA 2003 Complete Task

I'm new to Project Web Access 2003/Outlook and I'm having issues
having people complete tasks. For instance, if I have a task that is
supposed to complete in 24 hours, however, the user is able to
complete the task in 20 hours, the task cannot be set as complete.

The user's are updating the tasks through outlook. The only fields
that the user can input is the actual hours worked. It says
"Tracking Mode: Hours of work done per day or week," at the top of the
calendar task.

I'm not sure what I'm doing wrong. I need the user to be able to
enter in the number of hours required to complete the task and then
complete the task if the required hours to complete the task were
actually less than the planned hours for the tasks.

Any help would be great.

It is the responsibility of the PM to indicate that the task is complete
within the project. When the user enters their time in the timesheet they
can also include a note that the task is complete. The PM should view the
note and set the task to 100% complete. This is done by going to <Tools>
<Tracking> <Update Task>. You will have the ability to set % Complete, Task
Dur, Remaining Dur, and Finish Date.
