PWA 2007 - Cannot open Resources or Project Plans

We are running Project Server 2007 with PWA 2007 and Project Professional 2007.

Previously, I was able to include peoples vacation in their working time, by
logging into PWA, clicking on resource center, check-marking the individual
and clicking the 'Open' button. Then once in the enterprise resource plan, I
could add their vacation as non-working time.

For the last 2 months, when I click on the 'Open' button I get the following
error:
"Login Failed. Project could not connect to server. Please check your
username and password and try again." Then it takes you to a login screen,
where it won't accept your password.

I just worked around this, by opening the Enterprise Resource Center from
within Project Professional, and made my changes that way. But it worked
previously in PWA, so I do need to figure out what is wrong.

Then last week, a user complained that they could not open (just view it,
not edit) a project via PWA from the Project Center. It wouldn't even load
the project plan to the grid. When I tried to do the same action, I got the
following error: "Project Center cannot access the project(s) you are trying
to view. It is most likely that you either don't have permissions to view the
project". I'm an administrator, so it can't be a permission problem.

Something odd is going on, and I need help. My server admin has checked
what he knows, and can't figure out the problem. Any help would be
appreciated.

A little more detail: I use the security templates to set security. The
administrator template can do everything. The template that most users have
can View anything, but not open, save, delete or publish a project.

Sounds like this may be caused by two separate problems. First of all, is
opening the project limited to just this project? If so, the likely cause is
corruption in the Project Plan. As for opening the resource pool from PWA,
are you using the exact same URL in your Project Server Account that you use
to load Project Web Access? If you these do not match, Project Web Access
will not recognize the two as being part of the same user session. Have you
tried this both with Project closed and with Project open on the client? If
not, let us know how it behaves in either circumstance.

I am not able to open any projects, it is not limited to just one. When you
click on a project, it goes to the next screen, and has the "loading grid..."
message, but after several minutes displays the error. I tried it with
Project Professional open and not open, and saw the same error "Project
Center cannot access the project(s) you are trying to view...". I am able to
open and edit projects via Project Professional with no problem. However,
most of our users don't have Project licenses, that is why PWA is so
important for viewing.

I double checked that the URL that displays when I open PWA is the same as
that in my Project Server Accounts in Project Professional.

Could this be associated with the Administator password expiring?
Periodically the admin pasword needs to be reset. I can't remember if this
started after our Admin reset the password or not. It seems we always have
some sort of problem when the password gets reset.

Lisa:

Passwords changing on service accounts could certainly be a cause of this
behavior.

Our admin already reset the password. Is there something else he needs to do
or check?

I suggest that you increase the logging verbosity in the ULS logs if the
administrator can't find a clue in there upon inspection.
