PWA Acces Rights unable to configure

A very strange thing happened to me and I'm really confused.
My company has a server with installed on it:
Windows Server
PWA on Sharepoint
Project Server 2007

For example the server name is MyServer
The link to PWA main page is: http://MyServer/PWA/

Problem Description - no one can access PWA to it's main page
http://MyServer/PWA/
A direct link to a list or a library works well, for example:
http://MyServer/PWA/Lists/List3/AllItems.aspx
http://MyServer/PWA/DocLib1/Forms/AllItems.aspx

Access rights to MyServer/PWA/ for all users are "Read"
Even if I give everyone access level "Write" or "Full" nothing changes. The
main page is unaccessable. Direct links work well.

Any clue what happened?
Can you advice what to do?

If that helps:
1. All users use Windows authentification and they are Domain users
2. The user gets acces to main PWA page only if I add him to Site Settings
-> Site collection administrators
3. Everything worked well before I took away all access rights from users
and then added them back the way they were (I gave back "read" permisions to
all users for main PWA page just like it was before)
