PWA Error while when selecting Manage WSS link

I have 2 problems in a fresh install of Project Server 2003
Error (1)
On the PWA site: when selecting Manage WSS link I get the following error:
The account information for the Microsoft Office Project Server WSS Admin
COM+ application in incorrect.
To set the account information, run the PSCOMPlus tool installed with
Project Server and set the Windows account that the componet should run as.

Error( 2) The folllowing file(s) have been blocked by the administrator:
/isapi/pjdbcomm.dll
This happens when I try for the first time in Project Professional using
Enteprise Options to connect to the Project server.
I have changed the permission in IIS on the pjdbcomm.dll file as per KB
Article 840700

Are these two problems related?
