PWA menus: disabling a default menu?

We want to disable (not show) PWA menu items "Issues" and "Documents" for
all users. The setup function Menus (in Organization Options) doesn't let
me delete default menu or submenu items, only custom ones. Is this the
case? Any trick here?

Hall:

Set the menu display order to 0 (zero). Log off, then log on again. The menu
should be invisible.

Gary, setting the order to 0 just moved it to the left-most side of the
menu. I tested it using a non-admin user id.
