PWA Navigation Menu Help

We have created a user defined menu at the Navigation level which directs us
to a sharepoint site. We want to limit access to this site at a department
level (not viewable to the enterprise). My question is...is there a way to
lock down a user defined Navigation Menu option within PWA? It's quite
simple to do for the enterprise-wide options (risks, issues, enterprise
reports...stuff out of the box), but how is it done for those user defined
menus?
