PWA Pages loading and then returning to Home Page

We just did a fresh install of Project Server 2003 on a Windows 2003 box. We
had to reinstall IIS today and now when we launch PWA and login if we click
on the Tasks, Projects, or Resources page, the page will load then say it
couldn't find any projects or resources and then it will revert back to the
Home Page. If you click on the Admin page, it will lock up IE. We have run
the Edit Site tool and made sure usernames and passwords match with SQL.
However, when we click on Test the system returns that we are failing on
MSADC and Database. The statement is the the Project Server user is not part
of the Project Server role in the database. I don't understand this message
since we know and can see that the account is in the database.

DSO has been installed on the App Server with SP3 and SQL Server has SP3
installed as well as Analysis Services and Analysis Services SP3.

In addition, Sharepoint is now preventing us from even seeing our Login
page. It says the Administrator is denying access to any page I try and
launch.

Please advise! We are dead in the water with this.

Is Project Server and Sharepoint on the same virtual server?

We had this same problem until we put them on different virtual servers

Make certain that msdacs.dll in the MDAC directory is set to allow anonymous
access, and make sure that MDAC directory security has no IP restrictions
set. This should clear up the MDAC issue. The message you're likely seeing
is in fact "The ProjectServerUser is not part of the Project Role" is likely
caused by an installation bug that assigns the ProjectServerUser as the
account for both roles in the registry. You can clear this by assigning the
ProjectServerUser to both the Project and Project Server user roles.
Reinstalling IIS surely reset directory security in your WSS installation.
It might be best to reinstall WSS if this is possible.

Gary, we installed WSS for the first time after reinstalling IIS. As of this
am and a few tweaks WSS looks okay...except for when I click on Manage
SharePoint Sites in PWA Admin page. The page hangs with an error. I'm
assuming it's because of the MSADC issue.

I have added MSADC as a virtual directory to the Default Web Site and made
sure anonymous access is enabled for both the virtual directory and the .dll
file you noted. Do I need to be doing something in WSS with MSADC as well?
Because I'm still having the issue on any page that is connecting back to the
database. I have changed the Project user names in the edit site tool to
both read MSProjectServerUser6980 and saved the updates. Now on my Edit Site
Tool Test I'm only failing on the Database.

When I look in IIS I see Web Sites and then I have a globe for Default Web
Site which is where Project Server sites with it's own gear next to it. Also
underneath the Default Web Site I see all the folders and files found
underneath the Project Server Virtual Directory, but they are sitting
directly under the Default Web Site. It's as if Project Server webpages were
installed twice. There is a second globe titled SharePoint underwhich you
find the sharepoint pages, etc.

I'm unable to add users to the Public Documents website and I'm having
issues connecting to the database...per the Edit Site Tool.

It sounds as though you didn't do complete uninstalls of project server
before reinstalling it, and that this has happended two or more times. I
suggest you reinstall the OS and try again.
