PWA Root Site Access Denied

Hello,

One of my project administrators seems to have removed permissions for
the PWA root site for all users. The user's can access their project
workspaces/wikis/documents/lists/etc, but every user is getting Access
Denied when trying to view the http://server/pwa root site. As a
project admin, if I try to go directly to Manage Users or any of the
server settings pages (via typing in the specific URL for the page), I
also get Access Denied. I think the groups and users assigned to
those groups are in tact (including the Administrators group), based
on the fact that folks can get to other sites except the root site.
So, my guess is that the Site permissions are blown for the root
site. My question is, how do I recover from that? Do I need my
system admin (which is the only one that has access to Sharepoint
Central Admin and the SQL server databases) to do something, and if
so, what is that something?

The root site, like every other SharePoint site, has a Site Collection
Administrator whose permissions (Full Control) cannot be modified. Your sys
admin can go into Central Administration and tell you who that person is
and/or set the Site Collection Administrator to whomever you want. Then the
Site Collection Administrator can go into the PWA site permissions and
straighten them out.
