Is there a way to see an enterprise view of all the status reports agains all
projects?

Status Reports are not natively associated with projects.

I believe it is possible to use SQL Reporting Services to create a report of
Status Reports, though I have not done such a report.

If you were to create a Status Report template that included a field for
Project Name, then conceivably you could use SRS to report Status Reports by
Project.
