PWA still adds new task to closed projects

We use the procedure below for closed projects. However, this still allows
the team member to add new tasks to the closed projects from the PWA. How do
we prevent new tasks being added to close projects.

Unfortunately, you can't prevent this without unpublishing the project. If
you need the new task function enabled, then you must make this a training
issue.
