PWA You have entered an incorrect user name/password combination

I have a project server that was setup by someone else. they have to project
databases on it. project a and Project b

Project web access works for project A but now PWA does not work for Project
database B.

when you go to the page http://servername/projectB

it allows you to the login page and gives the following error
"Your Account does not have permissions to log on. You need to change the
account in your profile or contact your server administrator to give your
account permissions to log on to this server (5016)

If I enter in the credentials that I have logged on to the pc with again in
the web page it gives me:
"you have entered an incorrect user name/password combination (5002)

Now I have checked the msp_web_resources table and my account is set to
allow login and use windows nt credentials.

I have reset the administrator account to a blank password and it will not
login either. I have checked the msp_web_admin and that authentication type
is set to 3. So at this point I am at a loss if anyone has any ideas i would
appreciate it. this is a windows server 2003 project server 2003 SQL 2000
environment with sql being on a seperate box.

it's only guess ut most likely for this bugg is that the SP wasn't
installed correctly(database schema wasn't patched)

site.
