Query or lookup table?

Hi,

I have a field (facilitatorID) in a table whose value is
selected from fields in two different tables (employeeID
from "employee table" or partnerID from "partner table").
What are the pros/cons of using a query vs a lookup table
as the source of facilitatorID using a combo box? This
will be in a form. Is one recommended over the other for
certain situations? Thanks for any insights on this.
