Query requires fully qualified table names to succeed?

We are having an issue where certain queries require the fully qualified
table name in order to succeed. My experience says that when no linked tables
or other databases are used, this is not necessary. Additionally, certain
users do not require this, but others do.
Can anyone tell me why this is the case, and what I can do to fix this issue
short of re-coding for the user than cannot execute the query.

All workstations are XP (SP2) with the same patching. All are Office 2003,
also with the same SP level. Don't think it's service packs..
