This is a bit of a guess.
If you have the report grouped by "place" (using the
example you gave below) and a header for the "place"
grouping. The place name can live happily in the header
but the "person" field should be in the detail section
otherwise you will get a result similar to what you have
described.
Should look like:
Place name 1 (group header)
person1 (detail section)
person2 (detail section)
person3 (detail section)
etc
Place name 2 (group header)
Person1 (detail section)
person5 (detail section)
etc
If you have the person field in the group header you will
only get 1 instance of the person in your report.
Could look like (incorrect!):
Place name 1 personX (group header)
Place name 2 personX (group header)
