Question about Project Initiation example

In the Project Initiation example, the client can create a project directly,
by using standard PDS functionality. Why does the sample create its own PDS?

Has anyone got any guidelines?

Should I use both the existing functionality and use my own PDS for my
specific needs, or pass everything into my own PDS?
