question about protecting documents and drop down boxes

I have had this question for a while.

I am not sure why you need to protect a document in order to enable a
drop down box.

For example, I want to have a table and in 3 of the columns I want a
drop down box with options 1-5 and on two others I want 3 other
columns I want Accept, Deny, probation. Anyway, the choices are
irrelevent.


However, as I have run into before, the drop down box isnt enabled
until you protect the document.

I am not sure why this is. I don't want to protect it. I have no need.
I just want a normal doc that I can use drop down boxes in.

Is this possible? Why and why not. Any help would be appreciated.
