In your Implementing and admin MSp2K7 book, Module 12 page 560 talks about
project handoff and re assignmant in a pre SP1 enviorment. Is there an
Update for a post SP1 enviorment? Particulary, after the project is
reassigned by the system admin?

When the new owner opens up the first time, what does he have to do?

Do I need to go back and undo the Save to project server permission in the
organzation category of the PM group?

After SP1 you can change of Project owner works well , list of
project owners is correctly popupated. And you haven't change other
project property.

PS users don know that they shoud open project plan in project pro
display task property State Manager (I'm not 100% sube because i my
language version is this property is called Správce Stavu ) in column
and replace name of old PM by new PM.

I believe that the bug referenced on page 560 is now fixed by SP1. One of
the many nice surprises in SP1, by the way! :) Hope this helps.

I guess my question is after you re assign the project owner, do the new
PM's have to go into their respective projects and change the staus manager
fields? I am assuming yes. Now, if the original PM, who happens to be the
owner of the Master project, is no longer a member of the sub project, will
he be able to gain access to the sub project? Does the new PM need to make
him a team member, or, does he automatically get access because the sub
project is underneath the Master?

Yes, the new PM will need to set himself as the Status Manager. The PM who
is the Owner of the master project must have permissions to see and open the
project. Perhaps the new PM could make him a team member so he can get
access to it, just as you suggest. Hope this helps.
