Queue for items to SEND

I want to have all emails created by sales and customer service staff to go
in to a queue instead of being sent immediately, I then want some people
assigned to review and modify the emails and send it for them.

does anyone know of such add on or feature?

i forgot to mention I am using Exchange Server 2003
