Queue for outgoing messages

I want to have all emails created by sales and customer service staff to go
in to a queue instead of being sent immediately, I then want some people
assigned to review and modify the emails and send it for them showing the
name of the sales person or customer service rep who originally wrote the
email as the sender. (not the editor.)

does anyone know of such add on or feature?
