Queue getting hung up

For whatever reason the queue of our Project server 2007 is getting hung up.
It started when I published a project and someone else had the same project
open, then everything after that would goto the queue but the queue isn't
doing anything. We did get the first task for the queue cleared but not
everything else that we had lined up behind it is locked up. We have tried
canceling everything, which says that it is canceled but when we try to save
and publish from the project properties is brings up the box that says it is
starting to save and publish but the progress never moves from 0%. One of my
colleagues has also gone into the Project Professional software and have
cleaned up the local project cache with no luck. Any thoughts or ideas would
be greatly appreciated. Thank you in advance.

Extend the history in the queue back to when the problem started.

Are there any jobs being blocked ?

Is the project checked out ?

Have you checked for error messages in the Queue/ULS Logs/Event Logs?

Are other projects publishing as expected ?

No jobs are being blocked as I have cancelled them all. There are now 4
projects that are checked out. I have checked the Queue and ULS logs bt i
don't really see helpful, it all is greek to me. I have only tried projects
that are no longer current, to try to save and publish them but they are all
getting stuck. Not sure what to do.
