QueueCleanUpTimesheets in PSI (PS2007)

I have a requirement to import staff holiday information into Project Server
2007 from an in house application so that we get a better idea of future
staff availabilty

To import holiday data we create surrogate timesheets which affects the
resources capacity, and sets the time to be non-working - which is fine and
works OK.

But when we run the process again we have decided to delete all future
timesheets using the QueueCleanUpTimesheets function in the timesheets web
service, then add them all in again. Not elegant I know.

The problem is that QueueCleanUpTimesheets deletes all surrogate timesheets
fine; but in some cases does not remove all, only some, of the non-working
time for a resource that was assigned previously.

Now, am I using the function incorrectly? If so what should it be used for?
I don't suppose anybody else is having the same problem?

Just to let you know I had to wait for QueueCleanUpTimesheets to finish then
write code that then removes the remaining non-working time with a certain
title.
