Quick Access Toolbar Greyed out - Excel 2007

I am having an issue with the Quick Access Toolbar being grayed out at the
top of the page as well as in the Excel Options. I have tried reinstalling
Microsoft Office, I have tried replacing the Excel.qat with a known working
Excel.qat, I have tried having another user signing in, I have ran the Excel
fix button. I cannot figure this out.

Do you have an Excel file open? My QAT is grey until I open a file.

Yes I do have an Excel document open at the same time.

Wow, I don' t know, then. Maybe run Office Diagnostics. It's in Office
Button | application Options | Resources.

I tried that and it came up clean.

Wow, I don' t know, then. Maybe run Office Diagnostics. It's in Office
