Quick permissions questions

1) When PMs are allowed to "Delete Project" through checking Allow in the
Project Managers group, by what means can they actually delete a project? I
thought one had to have access to the Admin section (ie, Clean up Project
Server database), which PMs do not. And if they can do it through Project
Pro, does this has the same effect as through the above method? Surely they
are not deleting the SharePoint site associated with the plan...

2) What about the "Adjust Actuals" permission? Our PMs are denied this
option, but they can still adjust their teams' actuals in Pro and publish
them out.

1. They are allowed to delete a project in Microsoft Project Professional
by clicking File - Open, selecting a project in the Open from Microsoft
Office Project Server dialog, and then clicking the Delete button. I
believe that deleting the project by this means leaves an "orphaned" WSS
site. If the PM deletes a project using this method, there is no "Undo" to
reverse the action.

2. This permission refers to the Adjust Actuals link in the sidepane of the
Resource Center page.

On item 2, should I assume, then, the PMs would still be able to adjust
actuals in Pro and then publish, overwriting actuals shown in PWA?

Yes, but if a PM manually enters actuals in the Microsoft Project plan,
he/she needs to republish the assignments using Collaborate - Publish -
Republish Assigmments and select the "Ovewrite actuals entered by resources"
option in the dialog. Hope this helps.
