Quit method leaves Access running

According to Knowledge Base Article 246953 the above
problem should be solved with SP-2 for Access 2000. I have
SP-3 installed running under windows XP. The problem
still exists intermittently. Very annoying when
automating recurrent productions.
Any idea about what causes the problem?
