The problem you have there is named "Corrupted List Templates", and it is
extremely complicated to either explain or avoid.
First, you need to clean that document out:
A) With Word Quit (not minimized, it must be stopped) rename your Normal
template
B) Create a new blank document. Check in Word>Preferences>Compatibility
that the Save format is the Latest Version of Word, and that all the
compatibility options are OFF.
C) CAREFULLY select everything in the document EXCEPT the very last
paragraph mark, and copy
D) Paste into the new blank document and save under a new name.
Eyeball the document. If the document was corrupted there may be bits of
formatting (particularly, Numbering) missing. There may also be some text
missing. If there is, chances are you have found the problem.
That should fix the document up.
Now, to avoid this problem in the future, you should define your numbering
as part of your style. There's a built-in pair of styles just for the
purpose: List Bullet, and List Number. If you apply those to any text you
want bulleted or numbered, they have bullets and numbering already defined.
If you prefer different formatting, use Format>Style to change the Style, DO
NOT use Format>Bullets and Numbering to change the numbering. Make all
changes to the style. And Ensure that you check the "Add to Template"
button when you make a change to the style, so your changes are available
for new documents.
Look up "Customize" in the Word help. It will explain how to drag those two
styles onto the toolbar. While you're at it, get rid of the Bullets and
Numbering buttons: they create trouble if you use them often.

the button to Bullet or the button to Number, the program unexpectedly
quits. Also, I have the same problem when I try to use the
