I need to create a multiple choice quiz which then gives feedback on correct
and incorrect answers, AND reports to me on how the student did on the quiz.
Are there templates for such a thing?

I don't think that there are currently any template for quize using
FrontPage but there are Macromedia Flash Templates that do what you are
looking for. You can build it in Flash and place it into your website
via FrontPage.
