Quote Key not functioning properly

When I press the Quote key once (plain or shifted) in Word 2007,
nothing happens. When I press it again, two single grave characters (`
ASCII 096) appear. Same thing happens whether I use shift key or not.
Any ideas how to correct this behaviour?
