Ran out of memory while trying to allocate 0 bytes

I am opening frontpage 2000 and then click File -> Open
Webs and choose my webpage. The system seems to slow down
dramatically and after about 3 minutes a window will pop up
saying

Windows - Out of Virtual Memory
Your system is low on virtual memory. To ensure that
windows runs properly, increase the size of your virtual
memory paging file.

And you can only click ok.

Another window will pop up saying,

Microsoft Frontpage
Ran out of memory while trying to allocate 0 bytes.

And you can only click ok.

I am going to increase the paging file size, but it never
did this before, and it is user specific and not computer
specific because I had the user log into a different
machine with their domain account and it did the same
thing. Any ideas??

Have you tried the usual repairs
1) In Windows Explorer Find and delete all FP Temp Files
2) In Windows Explorer Find and delete all hidden *.web files
3) In Windows Explorer Find and delete the file CMDUI.PRF
4) Disable or Uninstall any FP Addins
5) Run a Repair / Reinstall on FP & IE
6) Install all Service Packs for your OS, IE, and MS Office

1-3 may be enough for your problem
