Random 0x800CCC92 Error when receiving emails from a POP3 server

I am running Outlook 2003 and Vista. I use several email accounts that use
several POP3 servers. One of the POP3 servers will at times give me an error
code. It doesn't do it all the time. When it is working, I can hit
send/receive 20 times in a row and it works fine, but occasionally/randomly
Outlook gives me the following error.

Receiving' report error (0x800ccc92) : 'Your e-mail server rejected your
login. Verify your user name and password in your account properties. Under
tools, click E-mail accounts. The server responded: -ERR There is a problem
with your account on the backend mail server. Please call tech support'

Others use this POP3 server with no issues. What's going on?

Do you have a virus scanner installed which integrates itself with Outlook?
Uninstall this integration part of your virus scanner and try again; you'd
still be sufficiently protected by your on-access scanner part of the virus
scanner. For more details see;

How often do you poll your accounts? Are many of them with the same
e-mail provider? They may impose a quota on how many times you access
your accounts, and multiples of them concurrently accessed, from the
same IP address within some time interval. As an example only, see
http://mail.google.com/support/bin/answer.py?answer=97150. You never
identified WHO is your e-mail provider.

Also, if your polling interval is too short, one mail poll may not
finish by the time the next one is scheduled. The result is that a new
mail poll starts which forces the current one to abort. Set a mail poll
interval of 10 minutes, or longer, and retest.

Do you have more than one e-mail client accessing the same account(s)?
For example, do you leave Outlook running to poll your accounts while
also polling them using a cell/smart phone?
