Randomly generated shortcut issue

I am curious if anyone can provide suggestions for the following issue. We
have approximately 30 to 40 users of OneNote sharing a group of notebooks
located on a network share. As of lately we are experiencing an issue were
dozens of new sections named "Shortcut to %section_name%.one.lnk" appear at
random in the notebook. I have tried running optimization, recreating the TOC
file, and performed several tests to reproduce the issue with no success.
Still there are people on local area connection, remote connection, and
global vpn connection that appear to be creating the file. For now I am
deleting the shortcut files through windows explorer. The file description
shows that the files are being created by any of the users, therefore I have
not been able to isolate the issue to software version, use habbits, nor
localized install. It only appears to have happened in one notebook of
approximately 20 and started about two weeks ago.

Has anyone run into this issue before?

The product we are using is OneNote 2007 Ent, French and English versions
with a combine size of 90mb for this notebook(20mb is the largest single
file).

FYI, Further troubleshooting suggests that the issue occurs when the users
first launch OneNote or leave it inactive for long periods of time. Also
based on feedback that i have recieved, the issue can occur simply by
launching Onenote and viewing any one of the open notebooks.
