RBS change for temporary reporting

Here's the situation:

We have an RBS that looks something like this:

(Level 1) - Department A
(Level 2) - Department A.Team 1
(Level 3) - Department A.Team 1.Team 1 Resource

The position at Level 2 is currently vacant, so the people at Level 3 are
temporarily reporting to the manager at Level 1. Any updates/changes that
would normally go to the Resource Manager at Level 2 now need to go to the
manager at Level 1 until the position is filled. Since each resource can
have only a single entry in the RBS, how can I implement such a temporary
change in Project Pro / Server 2003?

For the individual projects, I know I can have Level 1 republish with them
being the manager, but I haven't been able to locate any suggestion on how to
make the change the RBS.

What is the best way to update the RBS to support a temporary reporting
structure?

Dan:

As a quick workaround, you might consider creating a Project
Server-authenticated account (non windows) for the manager at level one to
use temporarily until the positions is filled. Assign the new account to the
vacant RBS level and show your manager how to log out of PWA and login using
the temporary account.
