Re-design the desktop to be a functional workspace or organizer

I've been using my desk top more as a place where I really store information
and documents - truely more as an organizer than a starting point to launch
applications. I'm finding my desktop to be . . . lacking this organizer
type role.
My desktop really is a workspace for my current projects, docs and concepts
- and the icons keep moving and the space is not optimized.
Can I design my own desktop layout in like visio and set it then set the
icons and files where I want to keep them?
I'm interested in finding a desktop that is more like a dashboard or portal
to the info i need.

Is there any way to set the icons on my Desktop in groups with headings and
functional areas?
Is there any way to make the icon on my desktop more like preview pictures
of what the file contains like elsewhere in windows?
