If I re-install Office, will the fixes and updates that have been
downloaded prior to this be applied?

Depends on how you reinstall Office.

If you do a maintenance installation, you probably will not need to
reinstall patches. If it is an uninstall and reinstall, then yes, all
patches will need to be reinstalled.

Best way to find out is to run Microsoft Update after you do your
installation.

In theory, no. Re-install (or repair) SHOULD keep all patches and updates.

In reality, no. I have had it happened that not all checks/balances prevent
overwriting newer files with older ones.
And a lot of times, DLLs become de-registered in the registry.
