Re-installed office 98 and window will not open

I have a Mac G3 Blue & White, 256k ram. Have just installed OS 10.3.3. Am attempting to re-install Office 98 and the start-up window will not open. Please help

Best to post this in Microsoft.public.Office.mac, this is primarily a
Windows version of Office NG. However, have you initialized the OS 9
subsystem on OS X before trying to run the Office 98 installer?
