Re-occuring items

Is there anyway to book re-occuring events based on number of business days
using Outlook and Exchange 2000. I have a user that wants to schedule
meeting every 8 business days.

the only problem with that is that it does not skip weekends.

You might want to look at a 3rd party add-in called WS:Repeat
Appointment that allows you to choose a more customized pattern for
recurring appointments. Details here:
