re-upload of website after making changes; Publisher freezes

Every time I try this, Publisher2003 freezes. But I did find updated files in
an Index-foler inside the existing Index-folder?? But the website still is
the older version. What am I doing wrong?

Try deleting all the old Publisher HTML files off your webspace, including
the index.htm file, and the index_files folder. Run the design checker tool,
then try to Publish to the Web and upload your new files.
