Re-Use of Office XP CD's?

I currently own (legally) Microsoft Office XP Pro OEM
which I purchased with my Dell Inspiron 8500 series
computer. I just purchased Microsoft Office 2003 PRO
(OEM Complete Version-legal) and have installed it on
this computer. Since I own Office XP I want to give it
to my cousin in Romania for his use. I did originally
register and activate the product under my name. I will
have no further use for it.
I guess my question is, since I legally own it and paid
for it, can I legally give it to another person since I
have no further use for it (purchased new version) and
woud they be able to activate it under their name on
their machine? Thanks for your help!!

Probably not. OEM software is tied forever to the machine
on which it came preinstalled and cannot be transferred to
another machine, even if owned by you.
