Read Only Access to a Specific Group

I can't seem to wrap my mind around how to actually go about this
(we're using Project Server 2007):

The situation:
We have a project coordinator who would like to provide other teams in
the organization with the most up-to-date project plans via Project
Web Access. The problem is that some of the people who require access
to these projects have no tasks assigned to them (or are not
resources) on these projects, and are not necessarily other project
managers.

Is there a way to manually set either which groups have read only
access to a project, or create permissions that would allow members of
a group to view the project plan without being assigned to it? As it
stands now, the only way you will see a project in the Project Center
is if you a) are an admin, b) are the project owner, or c) have tasks
from that project assigned to you.

Please let me know if I need to be more specific.

Yes, you can certainly do this. Here's how:

1. Create a custom Gategory called something like "All Projects" and set
the Project access to "All current and future projects..." and then select
one or more Project Center and detailed Project views.

2. Create a custom Group called something like "All Projects Access" and
add the new All Projects category to it.

3. In the permissions grid for the new Category, set the permissions to
allow Read/Only access and to view the project in Project Center and
detailed Project views.

4. Add the appropriate users, whether they be PMs or team members to this
new group and then save it.
