Read-only email??

Lately when I download my email from my ISP's pop server the email
messages are "read-only". I have to close Outlook 2003 and re-open it
to get total access to the messages.

Why is that? Can I prevent the read-only in the first place?

When I open the message by "double-click" the banner at the top is
marked "Read-Only". If I try to "Forward" the message I'm told that I
don't have permissions. I have to close Outlook 2003 and re-open to
"unlock" the message so that I can Forward it to someone else.

I will say you here that. That who send mail to you had
WindowsRightMenegementService and he can send you the mail only for reading
or can allow not to re-send the massage. So you will be able to do nothing.
