Read Only in Shared workbook

When someone other than myself opens a file that I have
shared on a shared network folder it opens as read-only.
I have tried everything in the online help pertaining to
this but have not found a solution. Please help.

You checked the option in tools|share workbook option to
allow multiple editing?
