Read Only 'msg' files

We have a requirement for handling messages based on our custom forms
saved as '.msg' files and set to be Read Only.

However, some messages fail to load back into Outlook with the error
"Internal MAPI Error: An Invalid parameter was passed to a MAPI
function. Contact your Administrator".
I can also reproduce this by writing a bit of script to call
CreateItemFromTemplate() myself. If the problem messages are not Read
Only, then they load OK.

It appears that the failing messages are ones where only some of the
properties that have been defined on our custom forms, are present.

I would be very grateful for any information on the reason for this
and any workaround.
