Read only notification

I have a workbook that is accessed via an intranet link,
the problem I am experiencing is that if someone has the
sheet open and a second person tries to open the standard
read only notification dialog box does not appear. It is
not until you try to save some changes that it advises you
are in read only mode.

any suggestions
