Read-only Project in Project Server

In Project Server 2007 i create a Project and publish in project server 2007.
Using .net and webservices i create a tool which will chekout the project in
Project server and do some tasks in the project and check in the project back
to the project server. While the tool checked out the project, If I opened
the project means it popups "Already checked in...Want to open in read-only
mode".

Is there any option availble to open the project in edit mode when the
project is chekced by the tool or other user?

No. If the project is checked out by one user it can not be edited by a
different user.
Project does not have any task level locking so this is not possible. It
always allows only one user at a time.
