Read-only is only useful in stopping a changed version of the document being
saved back over the original.
Since you have downloaded a copy of the file then you can edit as you
desire.
What you may require is file "protection", see Tools > Protection. This
won't necessarily stop someone from being able to copy the contents into a
new document and editing those, as you can get around almost any
restrictions put in place to discourage this.
