Read receipt: Exchange vs Internet messages

I wish to set up Outlook 2003 so that it automatically sends read receipts to
internal senders (on our Exchange 2003 server), but not to external
(Internet) senders.

I've tried Tracking Options, but despite the wording "Only applies to
Internet Mail accounts", the setting changes the way internal (exchange)
message read receipt requests are handled.

Out of Office replies to the internet is set at the Exchange level. Contact
your Exchange Administrator to verify what the setting is.

It is not Out of Office that I'm asking about. I'm asking about read receipts.
