read receipt response

When I tag an outgoing e-mail message with a "read
receipt" option, I do not always get a receipt back;
however, I know the person has read my e-mail when they
reply back. Is there a way to block "read receipts" as
the e-mails come into ones inbox? Why would I not get
a "read receipt" with every e-mail I tag?

Because Internet mail standards require that the recipient be given the
option of refusing to send a read-receipt (it's a privacy issue - would you
want spammers knowing that you'd received their mail and thus were a "live"
email address?).
