I believe Gmail does support read receipts; however, I am not sure if it
gives its users the choice of sending or denying the receipt. If it does,
and the recipient denies it, you won't get it.

I just tested this from my work Outlook to my personal Gmail account. I
requested a delivery receipt (which came) and a read receipt, which did not
come. For the record, the delivery receipt said: "Your message has been
successfully relayed to the following recipients, but the requested delivery
status notifications may not be generated by the destination."
So, my guess is that gmail doesn't support read receipts.
