Reading Pane Pain - Outlook 2003 SP1

Every week or two the Reading Pane in Deleted Items gets (automatically?)
turned back on.

Very annoying as my Rules place suspected emails there and they are
"conveniently opened" for me when I review them.

Any suggestions?
