Isn't there a way that I can specify only those senders from which I am
willing to receive e-mail and block all others?

Check the settings in the Actions menu > Junk E-mail > Junk E-mail options
dialog. Check out the 'safe' lists

Are we supposed to guess WHICH version of Outlook that you happen to use?

Have you investigated defining a rule? How about defining a rule that
deletes/move/or-whatever all mails EXCEPT those that are in your Contacts
folder? That is, take whatever action you want on every mail that doesn't
come from a known sender, where known senders are defined in your Contacts
folder. If you have N contact-type folders (and after adding each to the
Outlook Address Book container), you will need to define N rules, one for
each contact-folder that you want to use as a known-good-sender list.

Outlook 2003 might have a similar feature with its "safe list" feature, as
mentioned by Vince.
