Really need help on Install using GPO

Trying to deploy Office 2003 using GPO and an MST file.
Every thing installs except for Outlook.
If I go to Add and remove programs and select add options
Outlook is unchecked and has to be checked to install.
or
If I uninstall Office 2000 first and then reboot, Outlook
will install OK using the GPO.
The GPO is set to uninstall all versions of OFfice.

Any Microsoft experts out there that can help?
It would be greatly appreciated.

If you are upgrading from a previous version of Office,
you may be migrating the previous installation state. When
you do that, if the feature wasn't installed in the
previous version, the 2003 version won't install either no
matter what you specify.

In the Office 2003 Custom Installation Wizard, page 7 (Set
Feature Installation States), look at the properties
section in the upper right corner for the "Do Not Migrate
Previous Installation State" check box. Note that these
properties are not general properties, they are for what
is highlighted in the tree on the left. If you want to
install what you specified in the tree to the left no
matter what was previously installed in older Office
versions, then highlight the root of the tree, check "Do
Not Migrate Previous Installation State" and click the
Apply To Branch button.
